The British North Atlantic trade with Newfoundland, Nova Scotia, etc., was valued not only for its economic benefits, but also as "a nursery for seamen," in which British sailors learned the skillful seamanship so valuable to the nation in times of war. This item is an apparently fragmentary treatise, post-1685, concerning the deterioration of the British trade to Nova Scotia, Newfoundland, and other parts of North America. The item amounts to a diatribe against the Tudors and Stuarts, with some exceptions, most notably Queen Elizabeth I.

Its lengthy title is: "Some Remarks on the Decayes of that so useful Trade the English had before the year 1661 to Newfound Land and Nova Scotia &c. In the Northern Parts of America; to Italy, Spain, Portugal, and South France, and how there by the great Nursery of English seamen Is lost to this Nation, which Threatens its Destruction. It haveing been brought about by the suptile Contrivancy of the French Ministers, having met with Proper Instrument to work on, in the Persons of the Four Last kings and their Ministers of state, haveing ever been for the Increasing the Power of France, in order to the Establishing Tyrany and Popery in England &c which was taught them by their Popish Counsels could not be Effected, but by weakening and Improverishing, their own Subjects and setting up ffrance most Humbly offer'd to the Parliament of England for Redress." Custodial history:

The Harleian Manuscripts were collected by Robert Harley (1661-1724) and Edward Harley (1689-1741), 1st and 2nd Earls of Oxford respectively. In 1753, they were purchased from the Countess of Oxford and Mortimer and the Duchess of Portland, by the British Museum (now the British Library). They are kept as a separate collection catalogued as Harley MSS. 1-7660., Harleian MSS. 1223 is a folio volume containing a miscellaneous collection of tracts bound up together. In 1914, the National Archives of Canada transcribed one of the items it contains (Document No. 1, ff. 1-6v).
