Item is a copy of a letter, 21 April 1550, from the Privy Council to Sir Philip Hoby (1505-1558), the English ambassador resident at the court of the Emperor Charles V, concerning matters of interest to Charles, such as Sebastian Cabot's refusal to leave England; quarrels with Scotland and France; a dispensation permitting the King's sister, the Lady Mary, licence to worship as she wished despite the Act of Uniformity; proposals for the marriage of the Lady Mary; and the effects of peace negotiations between England and France. Transcripts, 7 pages.

The Privy Council grew out of the medieval curia regis. A council, administrative as well as consultative, developed in the thirteenth century, and eventually became practically a committee of Parliament. A smaller inner council then evolved under the Lancastrians, and under the Tudors this developed into the Privy Council. Through the Privy Council and its offshoots, all the work of government was done, and out of it the modern Cabinet developed. Under the Stuarts, various committees of the Privy Council were formed - for foreign affairs, plantations and trade, etc. - and out of them the modern departments of state evolved.

Hoby, Philip, Sir, 1505-1558 : Sir Philip Hoby (1505-1558) was the son of William Hoby of Leominster, Herefordshire, by his first wife. He was employed by the Tudor monarchs as a diplomatist at the courts of France, Spain, Portugal, the Emperor, and Flanders. In 1550, he was the English ambassador resident at the court of the Emperor Charles V. He died at his house in Blackfriars, London, on 31 May 1558 and was buried at Bisham, Berkshire.

Custodial history:

The Harleian Manuscripts were collected by Robert Harley (1661-1724) and Edward Harley (1689-1741), 1st and 2nd Earls of Oxford respectively. In 1753, they were purchased from the Countess of Oxford and Mortimer and the Duchess of Portland, by the British Museum (now the British Library). They are kept as a separate collection catalogued as Harley MSS. 1-7660., Harleian MSS. 523 is a quarto volume containing correspondence exchanged between the Lords of the Privy Council and various English diplomatic officials abroad. In 1914, the National Archives of Canada transcribed one of the items it contains (Document No. 2, ff. 6-11v).
