Until the establishment of the Cabinet Secretariat in December 1916, the British Cabinet met with no formal agenda, and no minutes of proceedings were kept. However, there existed a long-established practice for the Prime Minister to send a personal note to the Sovereign after each meeting. These letters dealing with the proceedings varied from extremely brief statements of subjects discussed to detailed accounts of arguments and decisions and are preserved in the Royal Archives at Windsor Castle. In conjunction with CAB 37, this class constitutes the most complete record available in one place of Cabinet proceedings before December 1916.

The class CAB 41 of the Cabinet Office of Great Britain consists of letters from the British Prime Minister to the Sovereign, reporting on Cabinet meetings. They comprise some of the letters of Lord Rosebery to Queen Victoria, of Mr. Asquith to King Edward VII and of Lord Salisbury to Queen Victoria and King Edward VII. This material is located on microfilm reels A-894 to A-906.

While the originals are located in the Royal Archives, Windsor, England, these documents were microfilmed from photographic copies held in the Public Record Office, London, England.
