Financial records found amongst the Civil Secretary's files and formed into separate series include correspondence and accounts relating to settlement of the estate of Robert Isaac Dey Gray (1772?-1804) who was drowned on the Speedy while serving as Solicitor General (series B 2); correspondence, reports and accounts relating to the division of customs duties between Upper and Lower Canada (series B 13); accounts for the maintenance of lighthouses (series B 22), correspondence from the Bank of Upper Canada (series B 23), and documents relating to claims for stipends from the Clergy Reserve Fund (series B 24). Accountbooks, reports, correspondence and other documents created or accumulated by the Inspector General of Public Accounts (series B 34) are closely related to the audited accounts (RG 1, series E 15 B and E 15 C).

Upper Canada and Canada West. Civil Secretary. Financial records : Amongst the duties of the Civil Secretary was responsibility for preparing and recording money warrants by which the Lieutenant Governor authorized payments. His management of correspondence involved directing petitions and letters to the appropriate officials for action or advice, before or after authorization for expenditures was made in the Executive Council. These and other duties relating to administration of government funds resulted in the accumulation of a wide variety of documents, for which the Civil Secretary has been assumed to have been custodian. Why some records created or accumulated by the Inspector General of Public Accounts in the course of his responsibility for preparing the accounts for submission to the Board of Audit are found with the Civil Secretary's records and not with the Audited Public Accounts in RG 1, series E 15 B and E 15 C or the financial records in RG 19 awaits investigation.
