The material transcribed (8 pages) consists of four letters: from George Vane (d. 1722), engineer at Annapolis Royal, to James Craggs, Jun. (1686-1721), 8 August 1711, expressing confidence in the expedition under Rear-Admiral Sir Hovenden Walker (d. 1728) against Quebec (ff. 4-5v); from Lieutenant Thomas Hughes, serving under Brigadier-General John Hill (d. 1735), to a John Lloyd, 12 September 1711, reporting the disasterous loss of ships suffered by the Walker expedition in the St. Lawrence, enclosed in a covering note, n.d., from Lloyd to Craggs (ff. 12-13v); from Vane to Craggs, 6 October 1711, mentioning the need for supplies at Annapolis Royal (ff. 18-19v); from William Popple [d. 1722], to Martin Bladen (1680-1746), soldier, politician and a commissioner of the Board of Trade, 28 January 1719, reporting that William Lowndes (1652-1724), secretary to the Treasury, had changed his mind and now opposed the lifting of duties on American lumber and timber (ff. 214-215v).

Craggs, James, 1686-1721 : Secretary of State.

James Craggs the younger (1686-1721) was born on 9 April 1686. He was the son of the postmaster-general James Craggs the elder (1657-1721), by his wife, Elizabeth (d. 1711), daughter of Jacob Richards and sister of Brigadier Michael Richards, surveyor-general of the ordnance. He went to school at Chelsea, but before completing his education left to travel on the continent and visited the courts of Hanover, where he became a friend of the elector, and Turin.

He was appointed resident to the King of Spain at Barcelona, and was in Flanders at the commencement of the campaign of 1709. In 1713 he was elected M.P. for Tregony and on the day before Queen Anne's death was sent to Herrenhausen by the council to inform George I of the measures they had taken to secure his succession. On 13 April 1717, he was appointed secretary at war in the place of William Pulteney. On 16 March 1718, he succeeded Addison as one of the principal secretaries of state, with responsibility for the southern department, and was also sworn a member of the privy council. Though implicated in the affairs of the South Sea Company, there was little evidence against him. He died of small pox on 16 February 1721 and his epitaph was written by Alexander Pope, a close friend.

The Stowe Manuscripts formed part of the collection of manuscripts made by the Grenville family at Stowe, their Buckinghamshire family seat. When Richard Grenville, 2nd Duke of Buckingham and Chandos (1797-1861), was forced to sell his library in 1849, it was purchased by the 4th Earl of Ashburnham, whose son Bertram, 5th Earl of Ashburnham (1840-1913), sold it to the nation in 1883., The part of the manuscript collection that went to the British Library is kept as a separate collection, catalogued as Stowe MSS. 1-1085. In 1914, the National Archives of Canada transcribed four small excerpts (ff. 4-5v, 12-13v, 18-19v, 214-215v) from Stowe MSS. 246, the first of two volumes of letters, principally on state affairs, addressed with few exceptions to James Craggs, Jun. (1686-1721).
