Fonds consists of correspondence dealing with the Bering Sea seal fishery, 1889-1893, federal politics, and British Columbia politics, the Provincial Party, 1876-1926; subject files on the Status of Canada in the Empire, Bering Sea Sealing convention, 1892, and autobiographical material including congratulatory message received when knighthood was conferred, n.d., 1892; letters from Sir Charles Tupper commenting on Canadian politics, commercial relations with Great Britain. United States and France, North Atlantic fisheries and the Bering Sea dispute and arbitration, 1890-1892. Microfilmed material is located on microfilm reels M-106 to M-109.

Tupper, Charles Hibbert, Sir, 1855-1927 : Charles Hibbert Tupper was born in Amherst, Nova Scotia as the second son of Sir Charles Tupper, Prime Minister. He attended McGill and Harvard Universities. Two years later he was called to the bar of Nova Scotia. He was first elected to the House of Commons representing Pictou in 1882 and re-elected in the general elections of 1887, 1891 and 1896. He entered Sir John A. Macdonald's cabinet as minister of Marine and Fisheries May 1888 and continued to hold that office until 1894. He then became minister of Justice and Attorney-General and during his father's administration in 1896, he was solicitor-general.

In 1891 he was selected to assist the British Ambassador at Washington in the discussion of regulations respecting fur seals and in June 1892, he was agent for Great Britain in the Bering Sea Arbitration. He was created knight commander of the Order of St. Michael and St. George. In 1904 he retired from politics and devoted himself to the practice of law in Vancouver.
