Additional Manuscript 9837 consists of papers relating to Colonel Benjamin Fletcher's defence of his conduct as Governor of New York, which were acquired in 1835 by the British Library. In 1915, the National Archives of Canada transcribed selections (ff. 1-2v, 10-11v, 14, 15, 18-18v, 20-30v, 31v-40v, 42-49, 51-53v, 54v-62, 64-65v, 67-68, 75-78v, 92v-93, 101v-102, 103, 108-109v, 113-113v, 122v-123v, 124v-125, 136-143).

Fonds consists of: "Answer to the Heads of Complaint" from the Council of Trade and Plantations, concerning his conduct as Governor of New York, 1692-1698, made by Colonel Benjamin Fletcher (d. 1703), 24 December 1698 (ff. 136-143), together with copies of relevant documents (ff. 2v-125). Supporting documents (transcripts, 140 pages) include: (i) An account of the state of the Province of New York, 31 August 1692 (ff. 101v-102). (ii) account of the taking of the French prize, Union of Rochelle, 7 August 1692 (ff. 113-113v). (iii) Advice of military officers at New York to Fletcher, September-October 1695 (ff. 122v-123v). (iv) Addresses to Fletcher and the sovereigns, 1692-1696 (ff. 75-93, 108-109v). (v) Minutes and Orders-in-Council, New York, 27 February 1696-10 February 1698 (ff. 2-68, 124v-125).

Fletcher, Benjamin, d. 1703 : Colonial Governor of New York and Pennsylvania.

Colonel Benjamin Fletcher (d. 1703) was born in London, England. He was the son of William Fletcher and his wife Abigail, née Vincent. Having entered the army, he rose from cornet to captain serving under the Duke of Ormonde, 1663-1685. He was selected to succeed Colonel Sloughter as Governor of New York and Pennsylvania, 1692-1698, and in that capacity interested himself energetically in the problems of defence and Indian relations. Acting on the advice of Peter Schuyler of Albany, he conciliated the Five Nations and bound them to a renewed alliance with England that became a cardinal point of British policy in New York. Complaints of his rule made by the colonists led to his deposition and supercession in 1697. He returned to England under arrest and was investigated for fraudulent land grants and protection given to piracy. He died at Boyle, Ireland, 28 May 1703.
