Council : The Council of the Northwest which was set up to assist the lieutenant-governor of the Northwest Territories, was created by federal Order-in-Council on 28 December 1872. It possessed both executive and legislative powers. With the proclamation of the Northwest Territories Act of 1875, on 7 October 1876, this council ceased to exist and was replaced by another which first met in 1877 at Livinstone, near Fort Pelly.
The Council of the Northwest Territories whose members were all appointed by the federal government, was created to assist the Commissioner in governing the Northwest Territories. Although provision for it was made in the Northwest Territories Act of 1905, it did not meet until 1921. In 1941 a new council was created by repealing section 8 of the Old Act and substituting another which set up a council partly appointative and partly elective (15 George VI Chapter 21, Section 3).Additional information:General note:Minutes of the Council of the Northwest, typescript, 1873-1875, were received in 1911 from Professor Oliver; the originals are held by the Manitoba Archives.
