Colonial Office 199 consists of three categories of records: colonial newspapers, 1838-1855; various reports and accounts, 1677, 1772-1773, ca. 1807, 1838; and Blue Books of Statistics for Newfoundland 1821-1903 (photocopies, 14 pages). Copies of the first 15 volumes are not available but volumes 16-98 of this class have been copied. This material is available on microfilm reels B-204, B-983 to B-991, B-1517 to B-1524. A report on the fishery by Gov. Molyneaux Shuldham, 1772-1773, vol. 17 is also available as a photostat on reel C-12857.

Volume 16 contains an account, with a map, of the colony and fishery of Newfoundland, evidently prepared in 1677 for Sir Joseph Williamson (1633-1701), Secretary of State for the Northern Department, 1674-1679. It provides a census, trade statistics, fishery regulations and information on the French fishery. Volume 17 (1772-1773) is a report on the fishery by Governor Molyneux Shuldham ([1717]-1798) and the part of his instructions requesting the report. Volume 18, ca. 1807, is a return of the possessions at Conception Bay compiled apparently from various returns submitted between 1702 and 1807; it gives the name and description of each fishing room, the name of the claimant to the fishing right, the nature of the claim, the current occupant, and the names of those who erected or sold buildings. Volume 19 (1838) includes papers relating to an appeal to the Privy Council in the case of Edward Kielly, district surgeon in St. John's against William Carson, Speaker of the House, and other members of the House. The appeal concerned the matter of House privilege arising from a case of assault and battery, and false imprisonment. Volumes 20-98 include the Blue Books for the years 1821-1823, 1825, 1827-1841, 1843-1903.
