Fonds consists of transcripts of journals kept during a trip from Montreal to Niagara and the return trip in 1800, and from Montreal to Washington and the return trip in 1801. A map included at the beginning of the volume is entitled "An Eye Sketch of the Falls of Niagara" and provides reference to the Niagara River, the Island and two falls. The material is attributed to William Bentinck, son of the third Duke of Portland.

The journals are written in the form of a report on conditions in Canada, possibly for the benefit of the third Duke of Portland. They contain observations about Canadian society and recount certain historical events, as well as information on geography, weather, economic, social and political matters. Economic matters include tariffs, taxes, house and land prices and industry. Political matters include the form of government and the responsibilities of various officials. Social matters include the composition of society, the breakdown of various classes, the influence of American settlers and Republican thought on the British North America Act. An interest is also indicated regarding such institutions as hospitals and jails.

His remarks on the Province of Quebec provide an overview of the history of the province, a summary of the seigneurial system and a review of the former division of the province into 3 distinct governments at Quebec, Three Rivers, and Montreal. There is also an overview of social classes: church, seigneuries, merchants and habitants. There is information on imports and exports including a list of exports from Quebec, 1800, on the revenue of Canada, 1798 to 1800, and the price of provisions at Quebec, 1800. There is information on the property of the Jesuits in Lower Canada and copies of reports of the attorney and solicitor general examining Indian land claims (Lake of Two Mountains) and Sulpician land grants.

Portland, William Henry Cavendish (Cavendish-Scott-Bentinck), 4th Duke of 1768-1854 : William Cavendish-Scott-Bentinck, formerly Scott-Bentinck, and before that, Bentinck, was a Lord of the Treasury in Great Britain, March to September 1807; a Privy Councillor, 1827, Lord Privy Seal, 1827, Lord President of the Council, 17 August 1827 to 1828; and a Harleian Trustee of the British Museum. He married Henrietta Scott.
