Fonds consists of personal papers including correspondence, scrapbooks, diary, and clippings; civil defence papers including publications and papers relating to several organizations, such as the Canadian Civil Defence College and the Canadian Emergency Measures Organization; speeches, addresses and lectures.

Photographic material consists of photographs from J.F. Wallace's childhood and during World War II.

Fonds consists of civil emergency planning maps of Canada and maps depicting fall-out areas and probable areas of Canada that would suffer damage in the case of a nuclear attack.

Wallace, John F., 1921- : John (Jack) Francis Wallace, military officer and public servant, was born in Victoria, B.C. In 1939, Wallace joined the Canadian Army, Armoured Corps, and was shipped overseas two years later, after receiving his commission as part of the Royal Canadian Dragoons. Later that year Lieutenant Wallace transferred to the 12th Canadian Army Tank Regiment, Three Rivers Regiment, and saw action in both Sicily and Italy. During the Battle of Termoli (Italy) in October of 1943, Wallace was severely wounded, and for his actions he was awarded the Military Cross.

He resumed his education and graduated with a Master's Degree in History from the University of Toronto, 1949. He was then appointed to assist Major-General Frank F. Worthington in setting up a civilian Civil Defence program in Canada and was later named Deputy Commandant and Chief Instructor of the newly completed Canadian Civil Defence College in Arnprior, Ont. In 1957 the Emergency Measures Organization (EMO) was created by the federal government and Wallace left the college to become EMO's assistant director. During his career with EMO, Wallace held a variety of senior positons.

During 1973-1974, Wallace took a leave of absence to attend the University of London, obtaining a Master's Degree in War Studies. Upon his return the Emergency Measures Organization was replaced by Emergency Planning Canada. Wallace served as Director General of the National Survival and Recovery Program until his retirement in 1977.

General note:

The diary relating Wallace's experiences during the Sicilian campaign was received in 1973 from Wallace through the Directorate of History, Department of National Defence. The remainder of the collection was received in 1985 from J.F. Wallace.
