Fonds consists of textual records, 1924, 1947-1982, in the following series: personal papers, speeches, articles and briefs, Ontario Hydro, Post Office subject files, Post Office, Ontario Regional Management Development Programme, Postal Union history, Roger Decarie, publications and newsletters.

Fonds also contains photographs, 1953-1968, of the Canadian Postal Employees Association and the Canadian Union of Postal Workers: conventions, banquets, strike, Committee under negotiation, group portraits of Executives including Bill Kay, Roger Décarie, Roméo Maione. Photographs by Dorse McTaggart, Federal Photos, Andrews Hunt.

Griffin, Herbert, b. 1918 : Herbert Griffin, public servant, university professor, born in 1918 at Coldwater, Ont., attended Orillia Collegiate and Vocational school before continuing his education at the Ontario Agricultural College in Guelph from 1939 to 1941. From 1941 to 1945, Griffin served in the Infantry and Artillery as an officer until returning to Toronto to act as a senior councillor of the rehabilitation service. In 1946, he left the armed forces to join the Textile Workers Union of America as Educational Director in Hamilton. Griffin continued his academic activities throughout his working life graduating from McMaster University in Hamilton with a degree in Economis in 1948 and completing his Master of Education degree at the Ontario Institute of Secondary Education in 1972.

In 1948, Griffin began his long career with the Hydro Electric Power Commission of Ontario as a field construction personnel officer who was responsible for the orientation of new Canadians working in remote construction camps. During his career with Hydro, Griffin also served as labour relations officer and personnel manager in Toronto, Belleville, and North Bay. In 1970, Griffin joined the Post Office as part of a programme to recruit outside to assist the department in coping with its management problems. Starting as the Director of Personnel in the Ontario Region, Griffin was transferred to Ottawa in 1979 to work on management training policies in the Post Office.

Joining the Institute of Canadian Studies of Carleton University in Ottawa after his retirement, Griffin began to study the problems of labour relations in the Post Office in a more systematic manner. For health reasons, Griffin was forced to leave the University before completing his study.
