Fonds consists of W.B. Herbert's personal papers and papers concerning the Canadian Public Relations Society, of which Herbert was a member.

Also included are two posters relating to the Second World War. One work is based on an original sketch by Charles Comfort (1900-1994) and was used to promote the sale of Victory Bonds. The second poster is a humourous take on the military by Cyril Bird (1887-1965), a well-known British graphic artist who created much of his work under the alias "Fougasse".

Herbert, Walter B. (Walter Bertram), 1901-1998 : Walter B. Herbert was born in Philadelphia and attended the University of Alberta, receiving a B.A. in Economics, in 1923 and a LLB, in 1926. After being self-employed in the field of public relations, he was the National Secretary of the National Liberal Federation of Canada, 1936-1940. During the Second World War, he was employed with the Government of Canada as the Assistant Director of Public Information. In 1943, he became Director of the Canada Foundation, an institution devoted to the stimulation of cultural interests in Canada and to encouraging cultural exchanges between Canada and other countries. He died on March 7, 1998.
