Fonds consists of correspondence relating to Manion's position as assistant trade commissioner in New York, and with National Defence Headquarters, regarding his request for leave of absence as commissioner to enlist in the Canadian Forces. In addition, a report prepared by Manion after he joined the Army entitled, "Military Government - An Appreciation of the Applicability to Canada of United States Doctrines, Training and Organization for Military Governments", is available.

Manion, James Patrick, 1907- : James Patrick Manion, public servant and military officer, and son of Hon. Dr. R.J. Manion, was born in Fort William, Ont., and received his education from McGill University, Bachelor of Commerce, 1929, the London School of Economics, and the Sorbonne and Ecole Libre des Sciences Politiques, in Paris. He then returned to Montreal to work as an assistant economist with Greenshields & Company.

In June 1931, he entered the Department of Trade and Commerce, Foreign Service. He served as assistant commercial attaché in Toyko, 1932-1934, and Paris, 1935-1940, and as assistant trade commissioner in New York, 1940-1941. In 1942, he applied for leave of absence to enter the military. He served during the war in France, Belgium, Netherlands and Germany, rising to the rank of lieutenant-colonel. After the war, he returned to the Foreign Service and was posted to Africa, Rome and Paris. He returned to Ottawa at the end of 1952 as assistant director, Trade Commissioner Service.
