Fonds consists of personal documents and correspondence between Philipps and V.J. Kaye, reports on various ethnic communities in Canada during the war, and administrative correspondence. Also included are 27 files concerning the Committee on Cooperation in Canadian Citizenship, and 11 files of Philipps' correspondence as European advisor of the Department of National War Services.

Philipps, Tracy, b. 1888-1959 : Born in Norfolk, United Kingdom, Tracy Philipps was a career public servant who fought in the British Army during the First World War, after which he widely travelled across Africa, the Middle East and the Balkans, serving in various administrative roles, as was the case when he served as an advisor to the Ministry of Foreign Affairs. Due to his knowledge of Slavic and other languages, Philipps had wide contacts among expatriates in Eastern Europe and served as a diplomatic correspondence in various parts of the region.

Following the outbreak of the Second World War, Philipps moved to Canada in 1940 to serve in his posting as part of the British Ministry of Information's initiative to influence North American public opinion to support its war objectives. He later served as an advisor on European Affairs to the Royal Canadian Mounted Police, the Department of External Affairs and the Department of National War Services, the latter of which was where he was instrumental in creating the Nationalities Branch, and where his friend and protégé, V.J. Kaye, became employed. Philipps eventually returned to England following the Second World War.
