Canada. Royal Commission on Security : The immediate reason for the appointment of the Royal Commission on Security (Mackenzie Commission) was the George Victor Spencer file - the case of a postal employee dismissed from his job for security reasons. But the terms of reference for the inquiry went far beyond the Spencer case. The Prime Minister even linked the Commission's mandate to the establishment of the Department of the Solicitor General (Cabinet Document 392, 1966).

According to the Order in Council which set up the commission, it was mandated "to make a full and confidential inquiry into the operation of Canadian security methods and procedures and, having regard to the necessity of maintaining (a) the security of Canada as a nation; and (b) the rights and responsibilities of individual persons, to advise what security methods and procedures are most effective and how they can best be implemented, and to make such reports for this purpose as they deem necessary and desirable in the national interest. The Commissioners were Maxwell Weir Mackenzie, Chairman; Yves Pratte and Major James William Coldwell (P.C. 2148, 16 November 1966. The commission was appointed under Part I of the Inquires Act, R.S.C., 1952, c. 154).

The Commission reported to the government in October 1968. But, due to the confidential nature of its deliberations, the government published only an abridged version of the report in 1969. The report recommended, among other things, the establishment of a new civilian non-police agency separate from the Royal Canadian Mounted Police to perform the functions of a security service in Canada. Although this recommendation was not adopted, changes came in July 1984, when the security service was put under the newly created Canadian Security Intelligence Service (see Report of the Royal Commission on Security [Abridged], tabled in the House of Commons on 26 June 1969, Sessional Paper 252 a, 1968-69).
