Collection consists of correspondence, memoranda, addresses and clippings concerning the Charter Commission on taxation 1967-1971, the campaign to abolish excise tax on cheques 1952-1953, the establishment of pensions for self-employed 1954-1957, ration administration, W.W. II, 1944-1945 and Trans-Canada Pipelines, 1968-1972; biographical papers, 1962-1980, on Ross, assembled by I. Norman Smith which include correspondence and clippings relating to Arnold D.P. Heeney, 1961-1972, a ledger of Philip Darsken Ross, publisher of the Ottawa Journal concerning investments and loans, dated 1903-1934, correspondence and addresses of P.D. Ross concerning honours such as his induction into the Hockey Hall of Fame.

Ross, Howard Irwin, 1907-1974 : Howard I. Ross was born in Montreal and received a B.A. from McGill University, 1930, and an M.A. from Oxford University, 1932, as well as a number of honorary degrees.

He was a partner with Touche Ross and Company, chartered accountants and with P.S. Ross and Partners, management consultants. Mr. Ross held numerous other posts including Chairman, Wartime Foreign Exchange Control Board, 1940-1943; Administrator for Rationing, Wartime Prices and Trade Board, 1943-1945; President of the Canadian Institute of Chartered Accountants; member of the Bladen Commission for the Financing of Higher Education, Chancellor of McGill University, and Dean, Faculty of Management, McGill University.
