Hudson's Bay Company : Councils of the Northern and Southern Departments developed from roughly similar bodies existing in both the Hudson's Bay and North West companies in the early years of the nineteenth century. Under the coalition agreement of 1821 by which the two companies merged under the name Hudson's Bay Company, Rupert's Land was divided into three departments; Northern and Southern and Montreal.

The dividing line between the Northern and Southern departments extended approximately from Rainy Lake northeastward to the mouth of the Winisk River. The Montreal Department supervised the trade of the lower St. Lawrence, Ottawa River valleys and, at various times, the Lake Huron District. Within both the Northern and Southern Departments, councils were formed for the purpose of arranging the disposition of men and supplies, allotting the wintering residences of commissoned officers, investigating the result of the previous year's trading and assigning pensions, promotions, punishments, and furloughs.

The Council of the Northern Department consisted of not less than seven members, the Southern, not less than three. Membership in the councils was by nomination and election from the existing council, nominees to be drawn from the Chief Factors of the department. Chief traders were permitted to sit only in temporary council which met when it proved impossible for the requisite number of Chief Factors to be present.
