Fonds consists of invoices received by James S. Howard from various merchants in Toronto, 1832-1862, 9 pages; and a letter from Thomas Allen Stayner, Deputy Post-Master General of North America, 1827-1851, to James Scott Howard, discussing new post offices, letting out of contracts to carry mail and improvements in postal security, dated 10 January 1829, 6 pages.

Howard, James Scott, 1798-1866 : James Howard Scott was born 2 September, 1798 in Bandon, County Cork (Republic of Ireland), the son of John Howard and Mary Scott. He married Salome McLean, daughter of New Brunswick MLA Archibald McLean, on 8 June, 1822 in Fredericton, New Brunswick, and they had three children. He died 1 March, 1866 in Toronto, Canada West.

Howard left Ireland in 1819, settled briefly in Fredericton, New Brunswick, but moved to York (Toronto) in 1820. He soon was appointed to the staff of the York Post Office. Howard succeeded William Allan as postmaster on 2 July, 1828. He worked closely with Thomas Stayner, his chief, and was frequently consulted on postal matters.

With great surprise, Howard was removed from his post by Lieutenant-Governor Francis Bond Head in 1837 during the Upper Canada Rebellion. Howard learned from Stayner that Lieutenant-Governor Head suspected him of compliance with the arms of the rebels. Howard continually stressed his political neutrality, and in February 1838, the case was brought before Lord Glenelg, the colonial secretary. The report granted Howard's neutrality but still upheld Lieutenant-Governor Head's decision.

There can be little doubt of Howard's neutrality or his loyalty during the rebellion. He may have had some friends with radical learnings, but they only demonstrated his impartiality. Howard was a victim of Lieutenant-Governor Head's precipitate action during the turbulence of the uprising.

In the years that followed his dismissal and the inquiry, Howard continued his efforts to have himself returned to the post ofice or to have some recompense made. Neither of these happened. In 1842, Howard was appointed as treasurer of the Home District. He subsequently became treasurer of the united counties of Peel and York and held this position until his death.
