Fonds consists of two series containing the records of the Canadian Cycling Association (CCA) and its predecessor, the Canadian Wheelmen's Association (CWA). The records document the CCA/CWA in their dual roles as cyclist advocacy groups and sport governing bodies. In the case of the CWA (1883-1971), the series includes records relating to its Executive Council and Annual General Assembly; the Dominion and Ontario Racing Board; the results of Canadian cycling races; and all aspects of the association's administration through the 1950s and 1960s. The Canadian Cycling Association series (1961-1984, predominantly 1971-1984) consists of records documenting all aspects of association governance and administration; training and race events involving Canadian cyclists; promotional material created or accumulated by the CCA; and cycling-related newspaper coverage.

Canadian Cycling Association : The Canadian Wheelmen's Association (CWA) was founded at St. Thomas, Ontario, in 1882. Its guiding objectives were to promote, organize and represent cyclists across Canada; to seek out touring routes; and to protect against anti-cycling legislation. Early presidents included J. S. Brierly, Dr. Percy E. Doolittle, and champion figure skater Louis Rubenstein. The association was incorporated under the Companies Act in 1935.

The CWA organized the World Cycling Championships in Montreal in 1899 and sanctioned Canadian riders and races, most notably national championships and the 1894 to 1926 Dunlop Trophy Races. Throughout the 1940s, the CWA also oversaw the first era of star Canadian cyclists, including Torchy Peden, Jules Audy, Reg Fielding and Henri Lepage.

The Canadian Wheelmen's Association began using "Association Cycliste Canadienne" as an equivalent French name in 1963. Four years later, in 1967, members voted to harmonize the organization's names as "Canadian Cycling Association (CCA) / Association Cycliste Canadienne (ACC)." In practice, the new name was phased in over time, but was fully established by 1973.

During the 1970s, cycling began receiving federal funding as a "Category A" sport and, as a result, the Canadian Cycling Association evolved from a volunteer-driven organization to a professionally managed sports governing body. In 1970, the association named its first full-time Director (Kenneth Smith) and joined other sports bodies in establishing an office in the new Ottawa-based National Sport and Recreation Centre. Maurice Jefferies joined the organization as its first Technical Director in 1973, and a full-time National Coach was appointed in 1974 thanks to funding from the O'Keefe Sports Foundation. Among other accomplishments, the new Canadian Cycling Association hosted the World Cycling Championships in Montreal in 1974; published the Canadian Cyclist newspaper (1973-1976); and elected the first woman President of any national cycling association (Ginette Vachon).

Notable athletes of the 1970s and 1980s included Jocelyn Lovell, Barry Harvey, Karen Strong, Gordon Singleton, Louis Garneau and Claude Langlois.
